If you use a physical USB HASP, unplug it and plug it into a different USB port to force the system to re-recognise the device.
Open the Mastercam Launcher (found in the Mastercam dropdowns in the Start menu) and ensure the "License Type" is correctly set to either Software or Hardware (HASP/NetHASP) depending on your license.
You can check if a license is active on your machine without opening the main software:
